Here is a thread which explains forum points in detail and here is a thread with the list of requirements to apply for Helper. If you are not able to apply for Helper, you either do not fit all of the requirements or it has not been two months since you have last applied. If it has been two months since your last application was denied, you can request an application reset here. If you do not fit one of the requirements, then you will need to make sure you fit all of the requirements before you try to apply.
