Honestly, I would have to disagree with you, for the following reasons:

This defeats the purpose of the bans.
Players are banned for a reason, if we were to just let them back for no reason, we'd be bringing back minor and major rule breakers. This can cause huge damage to the network more so than good. The players have broken a rule, if they want to return, they can
appeal to get rid of their ban or to shorten it. Just allowing them back without knowing if they've learnt from their mistakes or have made severe damage will only create toxicity in the community and make it difficult for others. Yes some people have learnt, but if they want to get back, they have to appeal. Some purposely don't appeal as they do not wish to return. No ones banned for no reason, clearly they've broken some rule. If they think it was unfair, they can appeal and so can you.

Ranks.
The people who've gotten banned who've "wasted their rank" are the only people at fault. You chose to get a rank, it was a completely optional purchase up to yourself or whoever got you the rank. It is also 100% your choice to break a rule, staff did not force you to break a rule. Maybe another player or friend did, but it is also your choice to listen to them and actually break the rules. If you break the rules, you can't expect not to face the consequences. Again, if you believe you were punished unfairly, you may
appeal.

Staff.
Bringing back all these rule breakers adds a significant amount of work on top of staff. Yes we want more players, but like my previous point, you're bringing back many rule breakers. There is no doubt, out of that number, people have not learned their lesson and will continue to break the rules. Its even quite likely players are unhappy about their punishment and purposely will become disrespectful on the network due to their history. Maybe its not intentional but it happens, even to people who've returned from a ban. Our staff team is relatively small at the moment and we can't be on 24/7 as a lot of our Staff are active around the same times. Yes there are a few people who aren't, however there isn't a many as we'd like for that. There's not a huge problem handling the new troublemakers as they come, but letting so many back in moments isn't always the best idea, you're adding all these people while new people are joining.

There is only
appealing, for people to return from a ban. Otherwise, bringing back all the people who've been punished for a reason, isn't a logical solution to gather that many players.
➤ However, we could work on advertising the network more on social media's, which we are doing. Maybe branching out to YouTube, reviving the channel. There are other ways of getting more players, yes they're more gradual, but overtime things can grow.

This is the only pro of which you've already listed. That we'd get a huge influx of players. Some of which will have learnt from their mistakes.
➤ Again, there are still a lot of people who haven't learnt from their mistakes. Although in a way its a pro, the cons outweigh it. There are other ways of getting players, but this simply isn't a viable option.
