I've been playing Party Zone for a little over two years and I have not had any issues with it up until I read some of Minecraft's EULA restrictions. How does Party Zone get away with giving world edit and multiple plots to ranked players? These greatly effect game play in an unfair way as world edit allows ranked players to complete large tasks in minutes that would otherwise take hours and having extra plots is obviously an unfair perk as players are not as limited to the amount of builds they can have without having to clear older ones. Now, all this would be perfectly fine if these were features were available to unranked players. Every server with creative I have been on has made these features available to all in ways such as allowing players to buy extra plots with in-game currency or getting an hour or two worth of world edit a day for voting for the server. I could be mistaken in this all, I might have read an outdated EULA, but these still seem extremely unfair and should be made available to all.
World Edit is a perk that is purely cosmetic - when Mojang refers to "changing gameplay" they refer to things in survival and PVP based things, such as Elite Survival (in our case), Kit PvP, UHC and other PvP based gamemodes, which is "gameplay". When you join a server, say for example Unturned, a game about killing zombies, which allows a server to give a user perks, if there is a separate area where there is nothing dangerous and only allows building houses, world edit would not affect the gameplay of Unturned, as it is based around surviving and killing zombies.
In Party Zone's case, we have Creative, which is undoubtly the most popular gamemode aside from Murder. Creative is a cosmetic type of server, as it does not have any survival gamemode in it, nor does it have PvP or any fighting, unless you count RP's. Mojang is fine with this, as stated in the EULA;

We don’t mind you selling items in game, but they must be purely cosmetic. Pets, hats, and particle effects are OK, but swords, invincibility potions, and man-eating pigs are not. We want all players to be presented with the same gameplay features, whether they decide to pay or not."
Creative does not give you any advantages for anything similar to the sort stated above: Mojang's EULA is primarily focused on servers such as Pay To Win servers, which make you basically have to fork out the cash to get anything close to an advantage, and survival is the main gameplay. You don't advance anything in Creative, nor do you do anything remotely similar to what you do in Survival (other than building).
Yes, its not against giving perks and perms, but it means things like flying in the lobbies, priority access to servers, and unique cosmetics. None of those affect game-play in the way that world edit and extra plots do. Also, no where does it say that these are meant to apply to competitive games only.
Extra plots are cosmetic as well. In survival, you don't get access to plots or have to purchase things to get more land to explore, same with world edit. Creative isn't usually affected with anything the EULA put out.

^^ This seems to be the issue you're discussing the most. With this, it has, like I said, to be affecting gameplay, which world edit and plots do not do. If we allowed World Edit on Elite Survival, for example, to Elite+'s only, then that would not be allowed, as it affects the Survival Gameplay.

Yes, as long as their effects are purely cosmetic. Commands that affect gameplay, such as a command to fly, cannot be sold for hard currency."
Again, this is clearly referring to Survival game modes only, as all players can automatically fly in Creative, and thus does not affect the gameplay.

Mojang themselves stated at the end of the
original Server Monestization post that these rules were adapted for pay to win servers. Mojang created Minecraft mainly to be a survive and explore game, which is the survival and therefore is the "gameplay" of Minecraft, not Creative.
