I'd say they probably are, but Twitch is significantly harder to do that. Give proof such as saved streams of you on PZ, but the follow count might be edited slightly since Twitch is a bit more difficult to get subs, but more than likely the requirements are indeed the same.
Well I like the idea. I love having new ranks. I don't like the servers where it's like

Twitch streamers still get the Youtube rank, they don't get a specialized rank for putting content on Twitch instead. To obtain the YT rank from Twitch content, you would need 10,000 followers and proof that you stream on PartyZone at least somewhat often.
