What if you could apply when younger, where you were basically a helper, but just a Mini-Helper, to where you moderate chat, but have no extra commands. This is so once you reach the certain age (13) you could be applied to a mod. These helpers would be watched by mods and helpers, then they report what they do to the owner.
 
Sorry to dampen your hopes and give you the don't implement but this idea has been suggested and rejected many a time friend. Once you're 13 you can apply for helper, and then you might become a mod into Sr. Mod and then more. This is the way it goes and it always has.
 
There is a reason the age is specifically 13 because that's the average age when kids/teens mature. I like the idea, but know it won't be implemented. Sorry bud.
 
There is a very good reason why the requirement to become a staff member on MCPZ is there. Most people (including myself) believe that people at the age of 13 and above are a bit more mentally stable, seeing as they do mature a bit at that age.

Not saying that everyone under the age of 13 is immature and whatnot, it's just in the server's best interest to let people that are a bit older and a bit more mature than people who are under the age of 13.

I don't believe that this is going to be implemented in the near future. Sorry.

I do not like the idea of "Mini-Helper" to be honest. As @Twixela said, the age is in place because that is the average age when teens tend to mature.
 
Uh, Don't see much of a point.

Plus, Helpers are promoted to Moderators.

Mini-Helpers don't really help it, since it's just Helpers but with less commands to help.

Unfortunately, this server considers 13 to be the average age for young people to be in a more mature and emotionally stable state to allow them to bear the responsibility of holding a staff position. There are, of course, boys and girls who are more mature than their peers before turning 13 (I and others would have considered myself to be one of those people, for example), but it is often difficult and time-consuming for the staff team to determine an applicant's overall maturity and stability when they are under the age of 13.
