My friend, publoo, has a plot that we are building a roleplay on. There is an inactive plot with nothing built on it. Would it be possible to unclaim that plot so we can make our roleplay 2 plots big? I was told to come here to ask, so I would very much appreciate feedback!

No,

I'm inactive on this server but occasionally come on, if I came on and saw my plot being unclaimed I would never come back to PZ.

We're not talking about someone's plot that has something on it, its just an empty plot. Its not harming any work done, and they can just claim another. It really isn't hurting anything at all.

Ask a MOD about claiming it. If the player has not been on in a certain amount of time and the plot is indeed empty, the mod can remove ownership of the plot allowing you to claim it. Also, for future reference, please submit a question here.

This isn't a suggestion, more of a question, but i still disagree. Just because someone is inactive, doesn't mean they won't come back. What if thet can't access their account or have been banned? That's unfair.

The plot has to be completely empty or have next to nothing on it, and when I say next to nothing, I mean a few blocks randomly placed. If it’s just an empty plot of someone who hasn’t been on in 1+ years and there is someone active who wants it, there is no point in just leaving the plot there for nothing to be built on it when it clearly isn’t being used. Of course, some situations will be handled differently, but generally there is no reason to not let someone have an empty plot. I do completely see your point, though.
