For my last question I wasn't asking about open threads but thread that are closed yet show as will be implemented.

Can I make suggestions on thoses suggestions or do I have to wait until they are fully implemwnted to suggeat changes?

Yes, you can make suggestions to add on to confirmed closed suggestions, as long as what you say wasn't already mentioned somewhere on the post.
