Implemented Switch Permissions

I think that there should be a function in creative where you can do a command where people can use ONLY switches, like buttons, tripwires, pressure plates and levers. It'll be set to give people no permissions by default, but the plot's owner can decide to make everyone who enters the plot able to use switches, or specific people just like the open plot feature. It would give plot viewers a little bit of freedom without the plot owner to be online having to always open things for them.

Instead of adding someone to a plot, just giving them permission to use buttons, tripwires, pressure plstes and levers, without adding them to the plot.
