I've actually wanted to know something about the signs in the brackets next to a rule in the Rules thread.
Does [+] mean added?
Does [-] mean removed?
And what does [*] mean?

Just like in the changelog for minecraft [+] means a new rule and [-] means this rule has been removed. [*] is an update of a current rule so it is neither added nor removed
