No, since all the ranks are underperked and this was supposed to add to the perks of them. If we were to make it available for everyone it would give ranks again nothing.
I'm sorry but all you can do is buy a rank for these perks or you could always ask a higher rank to do it for you, I'm sure they'll be free to help!

I think that isn't needed that much cause u can just retype the sign easily, the other problem is that the sign replacement can cause some lagg spikes.
