/Plot moderator
I feel like I've seen a suggestion like this before or at least I would think someone would have. I'm sure I and many other people have had this problem when the owner of a plot has to go and nobody can take their place. If somebody is griefing you or a friend wants to help you out with building something, you can't deny or add that person from the plot which, in my opinion, causes a lot of problems on creative when the owner is away.
If someone is a Moderator, they can deny, add and remove people from the plot. Moderators can't remove ownership or reset a plot and the owner can only give moderator to people. This way, people that the owner trust or co-owner of the plot can still do stuff even when the owner is offline or somewhere else.
Obviously, there are gonna be some people who might take advantage of this and, of course, this has its flaws but so does having just the owner being able to remove and add people because if someone was to grief and the owner wasn't on then there would be nobody to deny them until they get reported. In my opinion, this should at least be tested to see if it goes well.

"What if a moderator messes around or trolls the owner?"
In my personal opinion, this is a very unlikely situation where a mod would troll the owner. I do not know or think anyone on the server would typically add someone that would troll like this with the intention to annoy or anger the owner because there would be no reason to (if there was like they had fallen out then they probably wouldn't even still be mod) but in the circumstances that this does happen, I feel that is a wake up call to the owner to add only trusted people, the outcome wouldn't be any different to if it was just the owner, the person would be reported and denied from the plot if you consider the likeliness of this happening.

As for the open plot question, refer to the answer above. For the adding someone without the owner knowing, I would think they would trust that person enough to allow them to add and remove the right people. I feel like this is overestimating the amount of people that would be this irresponsible. It's like how in a rp, there are co-owners/helpers in the rp. The owner doesn't just go around giving staff roles to anyone who joins, they're normally already irl/online friends or helped with building it. I seriously doubt the chances of the owner not only adding someone they hardly know but for that person to then go against that owner and risk being banned from the server and for the few people that do, I don't feel like that outweighs the pros.

I don't think someone you trust enough to add to your plot would add griefers to grief knowing that if they did, they'd get banned and the plot would be restored
