Duplicate Plot Admin/Moderator

I think we should have plot admin/mod not for server but for players for example lets say a rp started but then owner had to leave griefers might grief the plot with people not knowing but if a plot staff was on they can unadd/add/Deny/undeny but admin's can ban mods but mods cant ban admin and up
