1. There's nothing wrong with players answering questions from other players if they know of the topic in question. Answering questions and mini-modding are very different, which is what I believe you are concerned about. Mini-modding is when players act like staff, as in saying stuff like, "You'll be muted for that!" or saying they will distribute a staff-given punishment.
2. On the forums, no. But in-game, as stated above, it's acceptable for players to answer questions, given the information is correct.

There is a fine line between helping a mini-modding, as long as the answer you give to a player is 100% accurate then its fine to answer questions in game. If there is even a slightest doubt its better to not give possibly misleading information. Usually a staff member will answer any questions directed at them.
Same answer as above just be sure you know the answer and dont try to act like staff. We want the server to be friendly and we want players to help each other, what we dont want is arguments starting about incorrect answers given to questions asked.
