What are goodie bags? Why can't I buy any hats or open these "goodie bags" that I apparently receive?

Goodie bags are currently being developed and are not released yet. You can't buy hats at the moment as they will be in goodie bags once released. As for what they are, they are basically mystery boxes where you can earn things like hats, pets, and other things.
