Staff can see your ban appeal right after you submit it, and can reply to it from then on. Staff also tend to reply to the appeal a few hours after it is made, but it can take around two minutes to a week as well.
For being able to see it, you should get an alert when it is replied to. To check this go to the flag in the right-hand corner of your screen and click onto the message saying a person relied to your appeal. If it's not there they haven't replied yet or you missed it a while back- so you would then click "show all" to go into older alerts.
