If there is a Jr.Admin then why did TriSarahTops go from HMod to Admin??

Jr.Admin is a pre-development rank to give potential admins a chance to show us their skills in development. TriSarahTops isn't similar to the other Admins in the way that she is not a developer. She is a Staff Administrator which means she is above the Head-Moderators, Moderators, and Helpers.
