Map abusing questions and normal ones

Ok, so i get a lot of answers like this for office: "No, going on the roof in office is not punishable" And i get a lot of the exact OPPOSITE!! (Did i spell that right..?) So i am going to name off things that may or may not be counted as map abusing, so i get a clear answer on what i should and should not report.

1. Roof in office?
2. Painting door in office?
3. Shifting on vines in Temple?
4. going up the waterfall in temple?

------Now questions about normal things------
1. Teaming with a bystander?
2. I know teaming with the murderer is punishable, but what if the murderer teams with the bystander, but the bystander doesn't want to team? (Or the other way around, which would be a bystander shooting players for the murderer)
3. Shooting too many bystanders? (LIke shooting five or four every game)

Are these things punishable or not?
 
1. roof in office is not punishable unless its a bystander up there
2. being behide the painting is exploiting
Anyway to find a glitch and to abuse it is exploiting.

1. teaming with a bystander is frowned apon but not punishable.
2. A murderer teaming with a bystander that I don't really know I would just expect the bystander to make a gun and shoot them.
3. I don't think that's punishable because that's what the karma is good for-- to give them a less chance of having the gun.

Normal things:
1/2. It would only really be considered "teaming" if the murderer and the bystander are going against the teams assigned to give them an advantage, i.e. the bystander leading people to the murderer and the murderer never killing the bystander. So it requires very good proof to report people for teaming/getting a staff member into the game.
3. Not punishable. The karma system deals with this.
