why vip have a new ip?

In the most recent Developer log it is stated why;

• Added a new command for premium users: "/joinbeta"!
  • Used for joining games that are not ready for a full release
  • Games will come out for ELITEs first, then for VIPs later
• In order to comply to be more in-line with Mojang's EULA, we now require premium IPs for ranked players to connect to the server.
  • VIPs must now connect through vip.mcpz.net
  • ELITEs must now connect through elite.mcpz.net
  • Don't worry, you'll still be able to play with your friends, even if you have different ranks!
  • This was added in order to make sure that Elite Survival and Beta Testing servers are as EULA compliant as possible.
