This is like a few questions in one so if you don't mind.

If creative is full (all the way to 250):
- Can staff get in?
- Ranks?
- What will it say to Ranks if not?

Ranks and staff can get into creative when full as they have reserved slots in creative.
However, if it kicks you, it'll simply say the server is full. But if you try again and you have a rank you'll more than likely be able to get into creative with a few tries.
