When submitting a map-build, is it possible to have some custom map events added to the submitted map, similar to that in the Clue murder map with the lights?

Of course! If an admin messages you about your map, just make sure to mention its whereabouts and what it does. Or you could simply make an information sheet about your map and upload it to the submission.
