I saw and recorded something suspicious, but I'm not sure if it really is hacks, is there a way I can get a second opinion with the potential report, before I decide to send or delete the report?

If you report with said evidence staff will be able to make their best judgement on it. If they cannot find the user breaking the rules, they will tell you why they rejected your report.
If you really do not feel comfortable reporting, you could ask someone on the staff team to look it over. However, reporting is the best way to go.
You may send the recording to me if you really don't feel comfortable sending in a report, though we encourage you to use User reports to deal with rule breakers in an orderly and organized manner.
