So, there's an "ability" to gift a user something from the store, such as a rank. If I were to "gift" a user a rank and I already have a rank (which allows you to have a "discount" on other ranks, etc.) would the rank I'm giving another player have a discount as well?

The discount would not be applied as it is only an upgrade for you, you would need to pay full price to give it to someone else.
