Is minimodding against the rules?

@Domaininator said that he asked an admin and it was against the rules, but I'm in denial because it is not listed. Is he just pulling my leg or is it really a rule? Sorry for post spam, I am new and looking at the rules and asking around.

This would've been better if you asked in Questions, but yes, Mini-modding is against the rules.
