Hi, I was wondering if the capes were permanent and if we can in anyway change them i.e re design it?

You can get a cape by going to Minecon and you'll get this rare code and the link you have to visit to activate your cape.
You can also buy a OF cape but you'll need to have OptiFine installed to be able to see it.
And for a limited time you can wear a scrolls cape, started today, lasts for 48 hours.
You can't redesign capes, so far as I know then.
These capes are a promotion for Mojang's New game Scrolls
As far as I know they will go away tomorrow.
You can turn them off by:
1. Click options in Minecraft (Not Launcher)
2. Click Skin Customization (1.8 Only)
3. Click the 'Cape' button to deactivate it
