It's 14 now because usually you don't see that many mature 10, 11, 12, or 13 year olds. 13 year olds usually are mature but they aren't the highest level of maturity, so you wait until 14 to guarantee you're mature. If there wasn't an age limit you'd see a lot of immature players applying.

You shouldn't purchase VIP expecting to become a helper. Helpers are people who are passionate about supporting the server, not people wanting to obtain a 'fancy rank'.

They need to make sure you're mature. I do know a lot of younger players that are mature but they need to guarantee it.
