I could suggest placing them down in front of a piston, it will make another one I hope, you could try that maybe.. That's all I know

To get a stack of heads, you have to put the head in the middle of your inventory box, and then click it with your 'third' button. The third button is the scroll wheel of your mouse. Just try clicking it with the scroll wheel, don't scroll. If you don't have a mouse, and have a trackpad like me, go to settings and set the Pick Item button to Right Click temporarily and then reset it after you got your stack of heads.
