General Friend Requests

This is mostly for staff members who don't want friend request for insistence,
Lets say a staff member doesn't accept friend requests,
So they can do like /friendrequestsoff
The reason for this idea is that most staff don't accept them,
So they can still say they don't but if they aren't on atm and they try friend requesting them they would get a message like "This person isn't accepting friend requests atm" If they want to toggle it back on because they are accepting them for a short amount of time they can do,

This is already a command. Just do "/friend toggle"
