Question
If a user is banned a certain number of times, will they still be able to make a ban appeal or if you have been banned so many times you won't get your appeal accepted?

If you are able to make a ban appeal then you can appeal. The amount of times you have been banned is taken into account but also what the bans are for and usually how long ago so dont assume just because an appeal has a high chance of being denied that it will. The context of the appeal is important and how much honesty is in it.
