In the official rules, it mentions stalking players in game as harassing and against the rules. Does this apply still if you are suspecting a player of hacking and are attempting to gather evidence?

Harassing is normally always messaging them etc. Harassing is aggressive pressure or intimidation. If you're gathering evidence of a hacker that is totally different as long as you're not annoying them even though they're breaking rules.
Always make sure to post a report on forums if you have seen a hacker and have evidence. If you're still unsure try grab a staff member when online.
