Duplicate Emote Toggle

Basics
The new Emotes seem fun, right? well some people don't want to be licked or handed L's. So, there should be an ability to /em toggle where people cannot use you in public emotes, nor can you see the emotes in chat (also helps if you want to dial back spam)

This is a rather short suggestion, but that's it!
