General "Do Not Disturb" Mode

Okay so y'all know how when you say a user's name in chat it makes a loud noise? Well, I've noticed for a lot of people get really upset at the noise that plays when their pinged, so I thought of a solution.

A Do Not Disturb mode.

I think it's pretty self explanatory, when it's on, the pings make no noise. The ping-er would get a message in chat that says "This user doesn't wish to be pinged."

.. Yeah, I don't know what to say about that. Except everyone should have it, not just ranks and up.

I guess it's just good to be reminded of, yknow? it was 2017, it's likely the devs totally forgot about it
