So you're saying that if it was zoomed in it'd look better?
okay so i'm going to guess you have literally no idea what a focal point is and you didnt bother to look it up, so allow me to explain why that picture is actually inaccurate and dumb.

one of the pictures makes goku front and center in the frame, so he's the focal point. he is the main focus of the image. on the second picture, he is in the background, so he doesn't have as much detail. they cropped the image so they looked like they were in the same depth field.

let me show you another example of this from the same episode of a different anime. except, this time, i'll screenshot the entire screen and even make a few into a gif. i've included a time stamp in one so i can show that the time hasn't affected the quality of the show all that much. if anything, it's improved a whole lot.

by explaining like this, it's honestly an elementary concept that should be easy to understand. oh well.

once again, back to back scenes. izuku in the first one has just about as much detail as the goku in the meme, but the second screenshot he's obviously detailed quite a bit more.

I know a bit about production and animation. lemme break it down

The 1995 shot was from a movie. Movies have much more time to be produced than a TV show. Also, the 1995 shot is a still frame while the 2015 shot is an in-between. Art and animation are different; animation is movement and art is the way it looks.
Super has had a lot of production issues, mainly that the animators didn't have enough pre-production time before airing to produce anything good. Therefore all of the Resurrection F arc and some of the Battle of Gods arc looked like trash.

Good point, you're correct, but Goku was actually the focal point in the scene, not to far from the camera. Just saying. It was just a less detailed in-between.

Currently Super's animation is okay. Not good like MHA (MHA had an insanely good schedule) and not amazing like OPM or Mob Psycho. It's okay, other than big episodes (episodes 66 and 110 are perfect examples).
The Future Trunks and Universe Survival arcs have been good. Please don't sell the animators short due to bad scheduling. There's some real talent on Super, a lot coming from DBZ, and all animators have a few years of experience at the very least.
Animators aren't dumb. Only Yukihiro Kitano.

It didn't. The schedule was god awful this season, for both the anime and manga. Horikoshi took 3 weeks off during the Yakuza arc, which is currently highly anticipated (rip mirio and nighteye, god bless), so to miss any chapters is a huge profit loss. The anime halted in quality due to the schedule of BONES, and as a result the quality margin dropped by a ton around the Midoriya vs. Todoroki fight. Both took a one week break, which helped a bit, but it was still awful time management.

Not to say it wasn't good, because it was. There's a pretty good reason as to why it was rated number two of all time by the international community :^) The schedule just shows that it had much more potential, despite it already being fantastic.

I heard that it had a great schedule. hm.
The Midoriya vs. Todoroki fight was very good though? Especcially Yutaka Nakamura's cut

Oh yeah, it was great. That was the end of their good schedule. I believe it was the time between Episode 20 and 21, if you remember, the anime took a one week break. That's why Katsuki Bakugou: Origin was so good, and was able to stay so faithful to the manga in many scenes.

I'm not saying it was bad, but by BONES standards it could have been better. Example? Mob Psycho 100, or Midoriya vs. Todoroki. Let's just hope they don't make the same mistakes with the future arcs.
Especially Midoriya vs. Muscular, All Might vs. All for One, and Mirio vs. Overhaul.
