Well. Now it still is kinda fast said. Just because Hailee wanted to give Rose a knife...doesnt mean she killed both of them? or does it? dont think so fast tho.
 
Okay, I think that Hailee went to give Rose the weapon, in which she used to kill Miriko, and Hailee seeing this, drowned Rose. I donno, it's a guess.

But there's only one that killed?

I think Ceebee tried to frame Sotaku by killing Miriko with the knife and drowning Rose, just a thought
