i have seen things in creative like Budder that have coloured names how do i do that pls help

Basically if an item has a colored name and has enchants that aren't available to normal players, then that is the work of admins. For Example if there were an item called THE PARTY ZONE ULTIMATE CAKE with Knockback V, Sharpness V, Fire Aspect III, Unbreaking X, Silk Touch I, Efficiency X, etc., then an admin created that item just for fun. It just really just an item to be like "Look what I have!!"

Sorry, but normal players cannot make items like this.

Some players use inventory editors to make these items (with the coloured names and custom enchantments and levels), although I believe they no longer work.
