I'm sure someone suggested this before me, but I believe PZ should create a chat filter, where if an inappropriate word was said, or used */Symbols to replace letters, they would create a file, that give examples of possible words were used based on parts of the word(s), and context from other words in their message to provide a % chance IF multiple words were found from the method I listed before.
This would be sent to multiple staff, where they would decide the proper punishment.
However, spam may be a problem, and I don't know how you could control that without doing something drastic, and people may mess with the system, which may require a new punishment. Additionally, this may be time consuming to create, and could be as broad as the original downgrade anti-cheat, if you get what I mean.
If you see a flaw that I didn't, feel free add details that fix those in this idea, I'd really appreciate it.
 
Spamming the same message twice is not allowed and has already been dealt with, however, as you most likely meant, saying different messages with inappropriate words has also been dealt with but there may possibly be words that they have missed. If there is an issues however regarding different inappropriate messages, you can go to the Report Player section on the forums. I do have some flaws for the symbol system as well, what if it ended up catching the wrong word and filtering it? What happens if the player just spammed the symbol to make it appear like they said something inappropriate? This would allow false reports to be made and a player would be issued a warning or any other punishment even if they didn't break any rule.

PartyZone does have a chat filter. There's a variety of words which cannot be said in global chat, and if there are some the developers missed, they'll be added to the filter - however, if you see someone bypassing this with the use of symbols and/or letters (*, # etc.) make sure to report them as stated above.
