You should be able to apply if you're elite, but I have noticed you don't have enough trophy points to apply. Maybe this could be the reason?

Make sure your account is linked, you have enough trophy points, have been registered long enough, and are old enough. The VIP restriction is just the worldwide restriction for when you haven't met a requirement.
