If i bought E+ on a account and got hacked and it took my E+ away from me, what can i do to take it back? I tried everything and it won't work. Is there a way to transform the E+ to another account??

Your E+ will not have been removed from your account. The only way that it could of been removed is if someone with the permission to remove server groups on the server removed it from you, which will not have happened.

Also we do not transfer ranks to other accounts.
