Am I able to buy other players ranks with permission as a gift?

Yes. I think you can even buy them ranks without their permission

Yep! All you have to do is type in their username when it asks for your username. I did this once and it turned out just fine
However, they will get your email address, so if you're worried about that you should probably use a backup, or one that isn't very important.

Yes. I think you can even buy them ranks without their permission

Like everyone said, you can buy them a rank at anytime. All you do is enter their username when you click Store and you can enter your credit card information like normal.
