In order to apply, you need to log onto the server 'dawn.solarimc.com' - This is a creative plots server, in which you show off your building skills! Once logging on, there's 4 different teleporters, these represent your levels, logging on for the first time means you're level 1. Or you can fill out a form on their website with the topic "Applying for builder" and say you'd like to apply, sooner or later you should recieve an email from the Solari build team explaining what to do.
