If I were to create a map for murder, asked my brother to teach me how to submit it so I have a download link for it, would I need to credit him and would he get VIP+ along with myself? (I don't think so, just wondering)

Only the users that build the map would receive VIP+, so no, your brother would not receive the prize as he did not assist with building the map.
