The forums are currently experiencing photo issues, which is more than likely why you're experiencing these problems. Gravatar may work. If that doesn't allow you to set an avatar, then be patient and the issues will be resolved eventually.
However, sometimes if a picture is too large this can happen. So try reducing or compressing your picture to better fit the requirements if you suspect this to be the case. It is also recommended to have a picture that's at least 200x200 so it isn't distorted.
