2 plots for non-vips??

People have been saying that anyone can claim more than 1 plot now, is that like a new thing? Or is it a bug?

It's currently a bug. I wouldn't suggest claiming a new plot. If anyone is caught with more than their plot limit, they will be asked to dispose of all extra plots. I'd stay safe and follow your limit.
