There are way too many issues with 1.14 to think about it.
For starters a large portion of partyzone is custom made, meaning unless the update was already planned, which seems unlikely since the v2 update has not seemed to have finished yet, a lot of work would need to be done. Emphasis on a lot, because after 1.13, the game changed in so many fundamental ways that old programming would likely need a lot of work to function remotely correctly.
A snapshot of these issues can be seen if you were to log in with 1.13 or 1.14. In the past before the server was updated to 1.12 with the v2 update, it was 1.8, but logging in with 1.12 wasn't a very bad or glitch filled experience. Logging into the server on 1.13 or above however proves to be quite a different stories, many visual artifacts, kicks, and other strange issues.
1.14 is also known to be incredibly unstable on the server side, an update even with everything else thought out could easily increase the lag on the server to unprecedented amounts.
You also mention bees, however bees are not in 1.14.4. They are in the early snapshots for 1.15.
This, among many other reasons are why partyzone, at least for the time being, most likely won't update to natively support 1.14
