You don’t need a texture pack for a ghost entity, just a skin. Also, you can always replace the “Boo” sound with an actual Minecraft entities noise, such as a ghast. From what I know, goodie bags are being developed and it’d be fancy to be able to obtain different noises. To you’re last point...
