Personally, I don't think this would be a good idea. It would require some sort of moveable NPC that can react what happened. As far as I know, it isn't possible to make it so that it films the game and output it as a video file because the API for programming plugins does not have such method...

Some people still want to keep their sounds enabled so they can listen to other sounds from Minecraft, it's honestly best to just disable the notify name sound rather than completely disabling all Minecraft sounds.

I think there should be a toggleable option for the name notify sound, as it sometimes gets annoying when you have tons of people saying your name at the same time, it'd be best to make it a command like /sound. So users can toggle it whenever they'd like.
