You'd either have to be running two MCMMO plugins at once, each with a different base for leveling, or create two separate plugins for each one.What if there were separate level systems, the more powerful (and spontaneously useful) ones being temporary ones you get in each game, and then other ones that very slowly stack up over time to reward dedicated players? Even after stacking them for a long time and increasing their power, they still wouldn't be overpowered, preventing automatic dedicated player supremacy.
