I'm not trying to be a downer, but unfortunately there are bullies that hurt others for 'fun' and many people are victims of that. And I'm not saying that's okay,but hear me out. I get that people think once your a bully your forever a bully but people can change.

I'm not saying that people who are bullies stay that way, but more or less that bullies can be unkind or unthoughtful towards others when they are bullies. Like Kra3tys said, some bullies are tyrants. Whether they stay that way or become a better person, as long as they are still causing pain towards others, they are a bully. It ultimately depends on what choice they make, but I totally get what you mean.
