Step 1: Recode the messaging plugin to have permissions to message while in murder based on rank, so people could message staff, but not other players.
(This should be possible through your permissions plugin).

Step 2: Add a /Staff command that lists 5 alphabetically listed, currently online staff members that you could message.
(Perhaps a friend list with no user that is available to all to see)?

Why step two? Well I'm glad you asked.

Being a user previously, I struggled with room for all my friends, I had 1 staff member for like a week before I deleted them to add a different friend.
And even without limitations sometimes the staff members on your friends list aren't online.
This would allow you to know which staff member was on right then to message.

"Won't the staff on top get spammed though."
Step 3: Add another command for staff members only.
/Staff Busy
If the staff member is busy with something else or has to go afk, this will take them off the list.

I like this suggestion. It seems like a fairly simple way for players to identify staff members online at the current time and contact them with any issues they have. We also have a /staff command, but it's only available to staff, so it shouldn't be that hard to allow players to use it too with some re-coding. The only downside I can see to this is that hackers and such are able to see online staff members, meaning when we join their game in secrecy they may see our name in tab and stop hacking. For now, I'm going to stay neutral, but I like the idea of having an easy and efficient way for players to know which staff are online.

Maybe as staff hide their rank in order to catch a hacker, it will vanish from the list until the staff member has caught the hacker or is just done with whatever task they needed to do. It could make them a member as they hide their staff position which then removes them off of the list of staff as well.
 
My only concern with these /staff suggestions is that players will be able to see when our staff are online AND when we don't have any online. Our hacking deterrent is that there could always be a staff member in vanish watching you but if you could clearly see that there aren't any online (which is the status quite often sometimes) then they'd be free to hack as they wish.

I think a way to solve this is MAYBE make this a Vip or Up perk because donators are less likely to cheat

Yeah. If they get banned it's a waste of their money/their parents money/their friends money. I'm gonna stay neutral, but with some very minor tweaks I think I would be a +1. :)

This won't work because Mojang would probably view it as a EULA violation.

That isn't exactly true. Everyone has the likely chance to cheat, and just giving the command to ranks would not really help. I would suggest having the command with no staff names showing up, and you can just send a message universally to staff chat.

As said previously, defaults probably shouldn't be allowed to use it, VIP's... there are a few bad apples, but it should be fine. A problem would be a hacker could easily just make a false hacker report to check if a staff member will come in and investigate, and in doing so may tell they it's safe or not safe to hack.

I'm pretty sure a cool down would be in part but Tbh, what legit cheater even uses the forums to see what has been added?

What hacker would waste their time going on and off of hacks. It will get quite boring and in the end they leave the server or choose if they will or won't hack. It doesn't get rid of the hacker problem yet it gets rid of the amount hackers hack. Nothing will change besides hackers playing it smart. Even now this is possible to do. Turn on hacks then turn them off. Repeat and your likely hood of being banned is less than usual if you do it at the right times.

Also don't forget we have amazing players that record and report. Honestly having more helpers or people apply isn't going to help this suggestion. Unless enough sraff are online 24/7 which makes hackers less wanting to hack.

Not only this, but staff would of course have the ability to take away the ability to use it based on whether or not you abused it.

But you are suggesting the system in the first place? You seem to be getting quite hostile about this, and that probably isn't the best idea in any case.

As for the abuse clause, I do think that would be a good feature when combined with a couple of other commands, specifically marked as confirmed such as: https://mcpz.net/threads/mods-and-helper-disguise.39085/

With the current system.*
There's nothing at all wrong with my suggestion except for staff.
I revived staff v.1 for the abuse issue.
It works much better, as it doesn't show who's online or offline.
 
As already stated, the only problems with this are hackers and no staff online. First off, the player who cheats probably wouldn't go on the forums, because they're not smart (they aren't but still...) , but because they don't care.
Second off, there are so many staff on almost all the time. With this massive staff team that's not really much of an issue. The only times this is an issue is when most people are offline, which means there's less players to cheat, or be cheated.

Then people would just buy a rank and then hack when they want. I've been staff on several servers and you'd be surprised to see people who have donated $100+ and hack, then get banned.

Anyway, to respond to the main post:

I might implement this, although I am mainly trying to focus on the new minigame. Also, we need to use a custom permissions plugin because of our server architecture.

In terms of a publicly accessible /staff command, both Sean and I have discussed the issues which come with that
