If I buy while I'm still banned will I still get my stuff ?

Also, I don't think it is noticing that I already have VIP because it's not giving me an extra discount there. How much would Elite be if I already have VIP?

If you buy a rank while you're banned, it will register to your account, you just won't see it until you get unbanned.

But what I am saying is, it is not picking up on the fact that I already have a rank, so it is charging me based off the price where if I didn't have a rank at all. So It is charging me normal price instead of subtracting what I already payed for VIP
