Why Do People Argue Over The Age Limit For Staff?

So on forums I am always seeing people making threads about the age limit for staff, why do people make threads about this?
Thirteen is a fair age limit and should not be changed.

It is because they want to become staff on their responsibilities, and not their age.

Because some of them forget about most of them. They want it. We're telling them they can't. So they're trying to justify their desires. This brings up even more arguments.
